In 1982, several dozen families saw their illegal hovels in the marginalized neighborhoods of Asuncion swept away by the fury of the Paraguay River flood. The Salesians intervened by hosting them in Limpio, allowing them to redeem in small installments the plots of land on which they had settled in new shacks.
Twenty years later, people were still living in dilapidated wooden shacks, without having the means to improve them but nevertheless owning them. The project found the support of another Italian NGO, the Brescia-based “Servizio Volontario Internazionale” (SVI), which supported the initiative by collaborating, in particular, in the construction of the community room.
