The overall goal of the project was to address the crucial problem of the Chaco: the total absence of water, due to poor rainwater storage capacity and the presence of only brackish water in the subsoil. The action, which has been co-financed by the European Union, involves equipping each home with gutters and a 2,000-liter fiberglass storage tank to collect and store rainwater for domestic use.
In November 1997 the project was started and by the end of the year the first 20 houses were already completed.
